Offline tools not displaying properly

Windows Update just installed IE11 on my pc. Now I can't get the left side of the offline tools to show up.

Before it put a notification in the bottom, saying "Allow blocked content". So I did that and it appeared. But now when I do that nothing happens.

I don't really want to change my security settings in Internet Options, because that would make the whole thing less safe.

I tried other browsers and they don't display the left pane either. In fact they don't even give me an option to show it. It just shows:

+ open all - close all

I think you're talking about Offline Docs (.chm file). Have you done this?
Q: I can't load any page in .chm on Windows
A: Right-click the .chm file -> Properties -> Unblock

Thanks for the reply. I'm using the link via [download] above that gets to this page:
http://mxl.vn.cz/doc/

It seems to have offline docs that download .html files zipped up in a .rar. I downloaded that and then double-clicked HTML_Doc_v2.5pre.html

It opens in the browser but the left pane (with the Contents links) is missing and nothing seems to allow it to open.

I can't find a .chm file on the site, if you can point me at it that would be good.

It didn't work in another browser, but I re-downloaded them and unzipped again and it seems to work now. Weird. But all's well now, thanks for help.
